The Captains’ Endowment Association came to an agreement with the City and the NYPD to amend their collective bargaining agreement with respect to paid cash overtime and the nine (9)-hour tour for Captains. Currently, members of the CEA are not entitled to cash overtime compensation and Captains must perform 9-hour tours. The new agreement allows newly promoted Captains the opportunity to earn 180 hours of overtime in cash paid at the straight-time rate of pay (not time and a half) for their first three years in rank. In addition, all CEA members have the option to convert 67 hours of compensatory time into 25 hours of cash overtime paid at the straight-time rate every quarter. The comp time must have been earned in the same quarter that it is converted to cash. The cash is pensionable. Newly promoted Captains will only work 9-hour tours for their first year and 8-hour tours thereafter. The changes were offset by concessions and cost-neutral for the City. Concessions agreed to by the CEA include additional tours and reductions in Annuity and Health Benefit money. The City and the CEA pursued amendments in these areas to create incentives for promotion to Captain and ranks above.
