Legislation is being introduced to amend criminal procedure law to honor the memory of Det. Holder by making necessary reforms to criminal justice “diversion programs” that currently are putting violent felons back on the street. This amendment will ensure that drug treatment programs offered as an alternative to incarceration are only an option for those individuals who meet the criteria of non-violent offenders, and candidates are agreed upon by both the defense and the District Attorney’s Office, thus making it harder for felons such as the shooter who killed Det. Holder to be released back into society under the guide of rehabilitation.
