Dear Ms. Lao:
In April of 1988, a 26-year-old thug named William Elliott threw gasoline on his ex-girlfriend, 25-year-old Carol Kudelycz, and tried to set her on fire. Elliott was arrested, but eventually freed on bail and continued to terrorize Ms. Kudelycz, who lived in the borough of Queens in New York City.
On Thursday, June 21, 1988, Ms. Kudelycz, who was pregnant at the time, desperately called 9-1-1 and told the emergency operator that Elliott was pounding on her door and was, undoubtedly, going to kill her. The operator failed to summon police in a timely manner, and 22 minutes later, Ms. Kudelycz called 9-1-1 again. While she was giving the operator her address, Elliott broke into the apartment, and shot and killed Ms. Kudelycz in front of three witnesses: her five-year-old son, a teenaged cousin, and a friend.
Elliott fled the scene. He was eventually arrested on Saturday, July 16, 1988, in Queens, where he was hiding out with his relatives. He was sentenced to 15-years-to-life on a number of charges, including second degree Murder, and first and second degree Assault.
Now, this hot-headed, psychopath is seeking parole. But, there will never be any parole for the friends and family of young Carol Kudelycz. They’ve been living for the past 34 years with the pain and anguish of her senseless death. Her five-year-old son grew up without a mother, and has had to live with the trauma of seeing her murdered in front of his own eyes. Yet, in 2005, this fine man joined the New York City Police Department (NYPD) for a life dedicated to public service. Today, John Slavinsky is a Detective assigned to the Narcotics Borough of Brooklyn North and serves his fellow Officers as a union Delegate for the Detectives’ Endowment Association (DEA), Inc.
I urge the Parole Division of the State of New York to deny the parole petition of William Elliott. I believe this killer lost his right to freedom when he brutally assaulted and killed a young woman who was torturously subjected to his vindictive and irrational aggression and violent behavior. I believe batterers and killers like William Elliott should stay behind bars for life.
