Dear SORC Escobar:
I am urging you to deny parole to David Barracks, DIN #92A9834.
On September 12, 1991, police received a call that a man with a gun was spotted riding a bicycle at Boston Road near 216th Street in the Parkchester area of The Bronx. Bronx 47th Precinct Police Officer Hector Fontanez-Diaz and his partner responded to search for the gunman. They drove around the area in their van for approximately 45 minutes before they spotted a man fitting the description. They saw the subject enter the courtyard of a seven-story, red brick apartment complex on Eastchester Road near Boston Road. The Officers jumped out of their vehicle, with P.O. Fontanez-Diaz in the lead. Suddenly, the suspect appeared and unloaded six shots from his weapon at the Officers. Two of the bullets hit P.O. Fontanez-Diaz. As he fell to his knees, Officer Fontanez-Diaz was able to return the gunfire, wounding his assailant, but not killing him. Sadly, P.O. Fontanez-Diaz died from his wounds.
The perpetrator, David Barracks, was tried and convicted and has been serving time upstate. Now this murderer wants to be released on parole. But, for the family, friends, and colleagues of Officer Fontanez-Diaz, there can never be any parole from the pain of his senseless, sudden death.
I urge the New York State Division of Parole to fulfill its obligation to safeguard the citizens of New York by keeping cop killers, especially those who kill in cold blood, behind bars for life. I urge you to deny parole for David Barracks when he is brought before the parole Board this year.
