RE:  Julio Marsan (DIN #82A1272)

Dear Ms. O’Brien:

I request that parole consideration for the above-mentioned prisoner be denied.

On November 20, 1980, Housing Police Officer James Dunston and his partner responded to a radio call of what turned out to be a kidnapping and attempted robbery. Three gunmen had forced their way into an apartment on East 102 Street in Manhattan and were holding a family hostage. They were waiting for another family member to return with the combination to a home safe.

Unaware that hostages were involved, Dunston and his partner knocked on the door to investigate the situation. With no warning, one of the gunmen opened the door and immediately opened fire with a shotgun, killing Officer Dunston. The Officer’s partner returned fire and called for backup. But, the suspects fled. One was apprehended by responding Officers and the other two were arrested by Detectives the next day. All three perpetrators were tried and convicted, and one of them, Julio Marsan (DIN#82A1272) is soon seeking parole in May of 2021.

But for the friends, colleagues and family of Officer Dunston there will never be any parole from the pain and suffering caused by his death. Dunston had been a New York City Housing Authority cop for 11 years and was assigned to Police Service Area #5. He was survived by a wife and three children.

As far as I’m concerned, this criminal lost his right to freedom the day he and his cohorts decided to open fire and gun down a Law Enforcement Officer. Let justice be served by keeping this dangerous perpetrator in prison for life. Thank you for considering my position.

Sincerely,
