On February 5, 2025, the Department issued a memo with regard to Level 3 stops.
Level 3 stops must be made in strict accordance with State and federal law, as well as Patrol Guide Sec. 212-123, and therefore body-worn cameras must be activated throughout, followed by proper documentation of the encounter. Be advised that the Department will no longer entertain repeated failures to comply with the law. While one possible error in good faith might be excused, anyone who has been instructed and trained in this area, but who intentionally violates the law, engages in misconduct, or wasn’t properly subjected to discipline consistent with the Disciplinary Matrix, will be held accountable. The memo issued by the Police Commissioner calls for strict compliance with the law.
