The NYC Health Benefits Program’s annual transfer period runs from November 1 through November 30, 2026. Active and retired members may use this period to change health plans or make other eligible coverage changes. Changes take effect January 1, 2027. If you do not wish to change your current coverage, no action is needed.
Active employees can make changes through Employee Self-Service (ESS).
Retirees should download the Retiree Application at (https://www.nyc.gov/hbp) and submit it to the NYC Health Benefits Program by November 30. Medicare-eligible retirees may also need to complete a separate enrollment form from their selected health plan.
