Det. Harold L. Marshall was appointed to the New York City Housing Authority Police Department on December 19, 1962. On December 7, 1971, while assigned to the Brooklyn Detective Squad, he was chasing a fleeing suspect who was wanted for narcotics violations, when he suffered a fatal heart attack. He had served the Housing Police for a decade.

The NYC Housing Authority merged with the NYPD in 1995.

Det. Marshall had been a member of the United States Army and had served during the Second World War. He was survived by his wife, Evelyn, and a son; however his widow passed away in 2007. He was described by colleagues as a dedicated and effective Investigator, “a gentleman and a friend to all who knew him, with a wonderful sense of humor.” At the time of his death, Det. Marshall was 45 years old.
